Criminal Cases in Warren County Courts
Warren County divides criminal work among three courts in Virginia's 26th Judicial Circuit and District. Warren General District Court tries misdemeanors and traffic offenses and holds preliminary hearings in felony cases. A preliminary hearing tests whether probable cause supports sending a felony accusation forward. It is not the felony trial. Warren Circuit Court tries indicted felonies, hears misdemeanor appeals, and keeps the resulting Circuit files. Warren Juvenile and Domestic Relations District Court handles juvenile matters and specified adult family-related charges, but juvenile files are not open merely because all three courts share a complex.
The clerk of each court keeps its own docket and case file. General District Clerk Lindsay M. Cooper's office is open from 8:15 a.m. to 4:15 p.m. Circuit Clerk Angela M. Moore's office is open from 8:30 a.m. to 4:30 p.m. Both are at 1 East Main Street in Front Royal. That split matters because a Warren County felony may first have a General District number and later receive a separate Circuit number after indictment.

Warren County Criminal Court Roles
The General District schedule names separate return settings for the Virginia State Police, Front Royal Police, and Warren County Sheriff's Office. That detail shows why an agency record and a Warren County court case must be traced together. The agency documents its own event. The clerk records the filed charge, hearings, and outcome. A misdemeanor normally ends in General District Court unless it is appealed. An appeal de novo gives the Circuit Court a new hearing rather than a review confined to the lower-court papers.
For Warren County felony accusations, General District handles the early judicial stage. A grand jury can later return a true bill, which is an indictment, or a no bill. Circuit terms begin on the second Monday of January, April, July, and October, or Tuesday after a holiday. Grand juries sit on the first day of a term and as needed. These calendar facts help explain why a General District entry may appear before its linked Warren County Circuit case.
The official General District Court schedule documents the local court's misdemeanor and felony-preliminary work.
The schedule links each local return docket to the agency that began the criminal case.
How to Search Case Records
Begin with the Virginia Judiciary Online Case Information System, or OCIS 2.0. It is a free statewide index after the user accepts its terms. It is not a certified Warren County case file, and statewide OCIS does not take payments. Choose Warren and the correct court level. Search both General District and Circuit when a felony may have moved after a preliminary hearing.
- Accept the OCIS terms, select adult criminal or traffic where applicable, and choose the Warren court that likely heard the matter.
- Search by party name, exact case number, or hearing date. Use the case-number format tied to the selected court.
- Compare charge text, event dates, court level, and status. Common names require care.
- Open each linked Warren County entry and read every count, plea, hearing, and disposition separately.
- Call the correct clerk with the court, case number, party, approximate year, and exact document needed for a copy or certification.
If OCIS rejects a number, recheck both its format and the court selection. A session timeout or no-result screen is not proof that the Warren County case does not exist. Older files may need staff retrieval. The Warren County criminal pages do not publish a plain-copy or certified-copy price, so ask the clerk for the current charge before ordering.
Warren County Criminal Case Search Fields
OCIS supports three distinct search modes. Name mode is broad for a Warren County search, while a case number is the stronger retrieval key once known. Hearing mode can help when the court date is known but the number is not. Options change with the court level and division, so an empty or invalid result may reflect the chosen controls rather than the absence of a Warren County court case.
| Field or control | Type | Required | Use in Warren County |
|---|---|---|---|
| Search By | Tab or radio | Yes | Name, Case Number, or Hearing Date |
| Court Level | Multi-select | Mode dependent | Circuit, General District, or J&DR |
| Division | Dropdown | Mode dependent | Adult Criminal/Traffic is the default |
| Court/Locality | Select | Yes in case mode | Choose Warren and the right court |
| Name/Search String | Text | Name mode | Check common names against dates and court |
| Case Number | Text | Case mode | Must match the court-specific format |
| Hearing Date/Range | Date | Hearing mode | A valid date or range is required |
The official OCIS landing screen displays its acceptance step and statewide search controls.

What the Case File Shows
A Warren County case file is the court's record of the filed prosecution. OCIS gives structured index and status data, but it does not promise downloadable certified pleadings. The Warren County clerk file may hold the charging paper, orders, motions, and final judgment. Read at the count level. One count may be amended or dismissed while another ends in conviction, so a single case-level label can hide a mixed result.
| Case Number and Court | The retrieval key, locality, court level, division, case type, and status. |
|---|---|
| Parties and Counsel | The defendant display, Commonwealth as prosecutor, and attorney where recorded. |
| Charge | Description or code, original or amended indicator, and offense or arrest dates. |
| Docket Events | Hearing dates, times, types, courtroom, and continuance history. |
| Release | Bond type, amount, and status where the system captures them. |
| Outcome | Plea, disposition, disposition date, judgment, and sentence. |
| Financial Entry | Fines, costs, restitution, and payment data where available. |
| Restricted Data | Protected identifiers, victim or minor data, and juvenile information are not ordinary public fields. |
Warren County Criminal Docket Terms
Warren County docket terms describe separate events under Virginia procedure. A disposition is the result of a charge. Nolle prosequi means the Commonwealth elects, with the court's permission, not to prosecute at that time. An acquittal is a not-guilty outcome. A dismissal ends that count without a conviction, while a conviction is a finding of guilt. None of these labels should be inferred from the word “disposed,” which only signals that processing ended.
- Arraignment
- The hearing at which the charge is stated and plea or status is addressed.
- Indictment
- A grand jury's formal felony accusation, also called a true bill.
- Capias
- Court process that directs an arrest, often after a failure to appear or alleged violation.
- Recognizance
- Release based on a promise and conditions rather than secured money.
- Deferred disposition
- Final judgment is delayed while statutory conditions are completed.
Bond, court costs, and disposition are distinct entries. Bond states pretrial release conditions. Costs are financial obligations. The disposition answers what happened to a charge. Keeping those fields apart prevents a reader from treating a bond amount or unpaid cost as the result of the Warren County prosecution.
Stages of a Criminal Case
A misdemeanor can proceed from a complaint, warrant, arrest, or summons to arraignment, trial, disposition, and sentence in General District Court. A felony takes a longer Warren County route. General District conducts arraignment and the preliminary hearing. If the grand jury returns an indictment, Circuit Court handles a new arraignment, motions, plea or trial, disposition, and sentencing.
Case flow: Charges Filed › Arraignment › Pretrial › Plea or Trial › Disposition › Sentencing
A dismissal or nolle prosequi at one point does not automatically erase every agency record. Likewise, release from custody does not close the court case. The Warren County arrest history reflects the earlier agency and custody layer, while the court docket supplies the later filed charge and result.
Warren County Criminal Case Copies
Use OCIS to find the case number, then direct the request to the Warren County clerk of the court shown. Circuit criminal files and misdemeanor appeals go to the Circuit clerk at 540-635-2435. General District misdemeanor and preliminary-hearing records go to that clerk at 540-635-2335. If the entry is old, tell staff the approximate year and the exact paper sought. Court records come from the clerk, not from the prosecutor, and a screen print should not be called a certified record.
Both the Warren County Commonwealth's Attorney and defense counsel participate in a case, but neither replaces the clerk as record custodian.
The official contact view identifies the prosecutor's office while underscoring that case-copy requests still belong with the court clerk.
Access & Restrictions
Public court proceedings and factual prosecution status are distinct from restricted CCRE dissemination under Virginia Code §9.1-126. Remote access to nonconfidential Circuit records is governed by §17.1-293. Those rules do not make juvenile, sealed, or protected identifying information public. Victim and minor data, full financial identifiers, and some investigative material may be removed from a public view.
A missing Warren County online case can reflect the wrong court, an archive, a sealed matter, a search-format problem, or restricted access. Call the clerk for the public index or order that is actually available. Do not ask a FOIA officer to create a case narrative. Court access runs through the judiciary and its clerks, while a police-report request runs through the originating law-enforcement office.
Note: A public OCIS entry is useful for status, but only the clerk can issue a certified Warren County court document.
Warren County Criminal Case Counsel
The Commonwealth's Attorney prosecutes cases with local, state, and federal law enforcement. The office is in Suite 133 at 1 East Main Street, opens Monday through Friday from 9 a.m. to 5 p.m., and can be reached at 540-635-5441. Its Victim Witness Coordinator uses 540-631-0007. These contacts can help with their assigned functions, but the office does not recreate a public court case file.
The Virginia Indigent Defense Commission lists a Front Royal satellite at 1516 North Shenandoah Avenue, First Floor Suite A, with phone 540-631-1163. Appointment depends on court eligibility. The parent Winchester Public Defender also serves Warren County. Warren County defense offices are not public-record custodians, but their presence helps explain the counsel field or appearance entries in a criminal docket.
The official Virginia public defender directory lists the Front Royal satellite and its Warren County service contact.
The directory separates defense representation from the clerk's duty to maintain and certify the court record.
